Brownfields
What is a brownfield?
The US Environmental Protection Agency (EPA) defines a brownfield as
real property, the expansion, redevelopment, or reuse of which
may be complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant.
What is the WPCOG Brownfields Program?
In 2005 the WPCOG was awarded a $200,000 assessment grant from EPA to begin studying brownfields in Alexander, Burke, Caldwell and Catawba counties. The funds are being used to create an inventory of potential brownfield sites in the region as well as conduct Phase I/Phase II assessments to determine the extent of contamination and plan for cleanup.
A Phase I Assessment identifies the potential environmental liability of a property. A qualified environmental professional will conduct a thorough site inspection, review the operational history of the site and research municipal, state and federal agency files on the property.
If the Phase I Assessment finds the presence of areas of recognized environmental conditions or potential environmental concerns, then a Phase II Assessment is necessary. A Phase II Assessment includes soil and or water testing to define the extent of contamination.

Community relations plan:
The purpose of the Community Relations Plan (CRP) is to describe the Western Piedmont Council of Governments (WPCOG) strategy to address the concerns of residents potentially affected by activities conducted during the assessments of sites participating in this program. The CRP also outlines how citizens have been and/or will be involved throughout the planning process for this program.
The CRP is available for review at the WPCOG office.
